A fire at 217 Bay View Ave. on Tuesday was arson, according to police reports.
The fire started outside the building and it extended partially into the structure before it was extinguished.
Neighbors said the landlord used a garden hose to put out most of the fire before firefighters arrived shortly after 5 p.m.
Nobody was hurt in the fire.
A juvenile was taken into custody about two hours later and charged with first degree arson.
