Why NO Mandate that Schools, Libraries, Post Fliers for Deviant Sex Offenders?

Did you know there is NO STATE mandate that our Cities and Towns equip our schools and libraries with fliers in the Staff Room?  It is entirely up to their discretion.  PROBLEM.

"RISK LEVEL TWO:  In addition to Level One notification (to other law enforcement agencies, Victims/witnesses to the offense committed by the offender) law enforcement may notify schools and daycare centers and providers and other organizations that PRIMARILY SERVE INDIVIDUALS LIKELY TO ENCOUNTER THE OFFENDER."

NOTE:  There is NO State mandate that Schools must post these fliers either in the staff's room or for parents.  Also, this includes Libraries any any City/State buildings.  Loophole for public notification.
